I’d package multi-site PM as a flat per-site quarterly with compliance deliverables instead of an hourly ‘4-hour quarterly minimum’ — we’re landing $350–$500/site/quarter for valve exercise + backflow test, then $165/hr T&M for corrective work and a small after-hours discount so it doesn’t feel like a 2 a.m. gym membership. Would you bake in an SLA (next-business-day for non-critical, 4-hour for critical) and include digital test reports to the city portal?
Agree with @paul_eva11 on per-site, but add a 24–48 hr response SLA and a small parts allowance so the 2 in gate that seizes doesn’t crush margins; in Phoenix we’re seeing $425–$600/site/quarter at 5–10 locations with city filing and test-kit certs baked in. If you stick with $185/hr, offer a not-to-exceed per site so FMs can budget.
Quick example: for a 9‑location portfolio in Mesa/Chandler, we ran a one‑time valve/backflow audit with torque baselines, then priced ongoing PM by valve‑count bands and baked in one after‑hours call credit per year to tame the 2 a.m. stuff.
